No timing or compression test but yeah brand new battery.

I've got a 82 GS650 and some carb problems. It idles at around 1k or less. I have to bring that up with the fuel screw, I'm guessing. The main problem is that I can't get it to rev past 5k...and around 3k its sluggish. When I hold the throttle steady it doesn't stay revving steady...it drops...
