1974 CB360 Timing issue???

I recently rebuilt a cb360, new simple wiring, points and condenser replaced, stock bore, vm30 carbs used, new battery..... Manual was followed on everything. Supplement manual document were followed also. First time i fired it up, started ran and idled great. I took it for a spin and felt good til i got into 3rd, sputtered stalled and wouldnt restart. Checked timing and it was off!! retimed it, to it for a spin and the same thing happened. Starter works, kick will work, every once and a while the kick will feel stuck. Everything on cam chan look in spec....at first i thought it might be slipping. Plugs get a goo spark when off bike. Has anyone ran into this problem?
 
under the timing plate where the points are on, the thingy that turns the cam which rises ad lowers the points hould have a small pin which goes into the cam.
