If you had a 79 with slide carbs you would have a pretty good chance of running K&N filters (cheap pods are worthless)
The CV carbs on 81 will be a total nightmare, find a stock airbox set up, even having to buy new parts will be quicker and cheaper than trying to get them working.
You need compressed shock length, no other way to do it,
Here's a CB650 that had a 'flat' seat fitted with stock shocks, less than two inch clearance and about three inches shock travel (actually a little more as bump stop will compress slightly) The 'plate' wa originally straight, this is after the tyre 'attacked it' and moved the relocated battery about ::)

I didn't build it but I did convince guy to get shocks at least 2" longer than the ones he had fitted

As for your indicator mounting non-problem, do you have a drill or round file?
