All balls steering bearing problem

Hey guys, my brother in law recently bought a 74 cb350f the steering bearings were completely missing minus the race. He purchased a set of all balls bearings from dime city cycles. My first attempt in installing these bearings I removed all the previous parts and installed the new races bearing and dust seals I didn't use any of the washers/shims provided. When I sat the lower triple tree in place and placed the upper bearing in the lower set of threads were still below the top of the bearing. After that I removed everything again and cleaned any burrs or flaws in the neck and the triple tree. I got the same results. This is mine and my brother in laws first bike build so I'm still new to bike repairs. The bearings are for a cb350f I confirmed that with dime city cycles also the neck does have cb350f stamped in it. So the only other thing I think could be a problem would be the triple tree it's self if anyone could help me determine what I'm doing wrong or if a part is wrong I would appreciate and help or advice. Also I notice the stops on the bottom of the triple tree barley catch the tab on the neck.

Here are some pics hopefully they help if anyone needs a more specific pic let me know. I don't know how using shims would do anything but make the problem worse. Not to say that's wrong but I personally can't figure out where they would go to help rather than hinder me more.

Yes also de blurred with sandpaper or file and sprayed and wiped clean

The bearing races for the old bearings must be removed. The steering stem should be completely hollow with 2 very small lips. You have to knock them out from the other side with a drift/punch/pipe.

Exactly my thoughts and is very easy to forget to do.

How many races total should it have because I removed 1 from the top and 1 from the bottom.

Did you remove the race from the bottom of the steering stem?

Great thank you for the diagram. The part shown as #2 was still in the neck. I did not realize there were two pieces pressed in. Thanks again and where can I find these diagrams they would be very helpful for reassembling this bike.
