Bates 4 1/2 inch light needing converting to low/high...

Righto, this will sound dumb as fuck, but i am at a loss. I have bought a bates 4 1/2 inch headlight (assumed would be low/high beam), but arrived and it's not... Thought simple enough can just get new bulb, add wires etc... Seems so far as not the case, been to a couple of local shops.....
Wondering, hoping someone else may have been down this path, or any help or suggestions would be most appreciated,,,
bulb is an H3 3800K. link shows size of bulb.. if need a link to style of light to help can do too....

Ok, I bought a Bates from dime city cycles and thought I had the same issue, turns it it was fine. I can't remember exactly what the issue was without looking at the bike and my wiring diagram but I think it might be that the lamp body/bolt is the ground. Grab some bits if wire and a battery and have a mess around with connecting the wires and body in different configs.
 
Fog light bulbs. You're supposed to stack the lights if you want high/low... one light on is low beam, both lights on is high beam...

The 4.5" lights look nice, but they're really just passing lamps or fog lights. There is a 4.5" conversion kit to swap to an H4 lens and bulb, but they are hard to find.

You can track down a dual wire/filament version of the current bulb, but they are really scarce...

Liam i cant see how it could work as the bulb is only singe filament? weird, will give it a go.. as fr the conversions etc i'll give them a hunt too! figured i'm either going to have try get (WOF, im in NZ) without a highbeam which my dude should do, but would rather have a high beam anyway...
