BCR Clipons and DCC Velo Stacks

Had these laying around for a year, reasonable offers get them. Clipons measure 35.8mm inner diameter

Velocity stacks sold, still got clipons which are really nice quality. They cost me just over 100 new and I'll let them go for 40 shipped

What were the clip ons intended for? When you measured the id where they completely tightened? Anyway you could put that caliper on them fully tightened?
