OK, I actually understand this stuff and understand what problems you will have if you try riding hard with oversize tyres on narrow rims.
Maybe plenty of people do it, they usually have no clue what they are doing and its more luck/reflexes that stop them getting hurt.
To convert from inches to mm multiply by 25.4.
3.00 x 25.4 = 76.2mm
A 3.00 x 18 trye has a 'natural' distance between beads ( the bits that hold tyre onto rim) of about inch and three eighths, which is real close to 1.40".
A 110/70x18 has a distance of about 3.00", and, guess what?
That's the rim designed and recommended for it.
Its possible to fit a quart in a pint pot (just freeze it ;D) but, your in trouble when things warm up
If you 'pinch' the beads thre tyre will flex and roll on rim, plus, it will wear out way faster than if fitted to correct rim

I didnt check other manufacturers but I'm sure Bridgestone, Cheng-shin, et. al. have them.
Its pretty retarded to tell someone to fit a 110mm wide tyre (110/25.4 = 4.33") on such a narrow rim, particularly when 'correct' size tyres are available.
If your going to trailer it everywhere so people can 'Ooh, Ahh' over it, go ahead, if you actually want to ride it, stick close to stock, unless you change wheel rims to match tyres
