CB350 Low compression on one cylinder

Recently acquired a 73 CB350 that's been sitting for approx. 8yrs. I've cleaned the carbs, checked valve clearances, and set the timing. I've had it running now with just a temporary fuel tank.
With the engine at operating temp, I get 185psi on the left cylinder and 155psi on the right.
If I add a few drops of oil to the right cylinder, compression comes up to 180.
Am I correct in thinking this is a ring sealing issue? Is it possible the ring will become unstuck or release by use. Should the top end be pulled apart and inspected?
The bike is nowhere near being able to ride, just trying to get a plan together.
