CL175 Front Brake Cable

Quick question... I recently bought a 1971 CL175 and the front brake was "locked up". I pulled it apart today and disconnected the cable from the assemble. I can now manually press the arms with my hands to make the brakes work, so the only possibility is that the cable is stuck. I tugged on both and ends and it is definitely not going to move an inch inside the housing. My question is whether or not there is a way to free the cable inside the housing; i.e. some trick I don't know about. Also, just want someone to confirm the cable is in fact supposed to slide inside the housing. I might be way off but this is what I believe I have narrowed it down to. Thanks in advance.

Buy a new cable. No sense trying to free up that cable. It'll be rusty and likely break on your first ride, forcing you to replace it anyways.

I'll 2nd TP. Rusty, stuck cables are junk and not worth trying to free.

I've got a local shop/yard that carries a ton of the that stuff, but there are plenty of folks selling stuff like that online for decent prices (ebay, etc.). $20 or so.
