CL360 Help... wont turn over

OK so I have a new battery, new NGK boots, plugs are good an I am getting spark but can't get it to turn over via electric or kick start. When I purchased the bike it fired up no problem. I had the carbs cleaned and rejetted and added some uni pod filters.

Any suggestions or things I should look at, or common trouble spots?
 
You need has, compression and spark on the compression stroke (LT on stator turning counterclockwise AFTER left intake valve opens and closes then T shortly thereafter)
 
I know it has spark because I took the plugs out and hooked them up to the boot, held them near the cooling fins and watched it arc to the fin

But I figured it out, I only put about a quarter gallon of gas in the tank. Put in another half gallon and she fired up after the first kick. After all these months I finally was able to take her out on a short maiden voyage around the neighborhoods. The tires are dry rotted so I didn't want to take her too far.
 
I guess terminology would help here. You Sated"but can't get it to turn over via electric or kick star" Turn over generally means the engine rotating. You even said with kick or electric start. No rotation equals no spark.

The real question was, My engine will turn over, has spark, but will not fire, what is wrong.

In all engines you need spark and fuel. So the simple answer would be fuel.
 
Sorry, I sent this message in the heat if the moment I was frustrated and i guess over exaggerated the problem and in my frustration the simplest answer alluded me. More gas.
