You could drive it down to your local welding shop and have them weld it back. I would imagine you could leave it on there as its not a very big spot, shouldn't get to hot.

I'd just replace the whole plate, welds on old cast aluminum are iffy at best, not the kind of thing I'd put between myself, a suddenly pulled out car, and life in a wheelchair or worse.
