Brand new batteries often need a charge right from the start.
That being said, it sounds like you may have a short someplace because that sounds like fairly rapid voltage drop.

You said you jumped it to the starter and it sparked but no luck. If you jump the starter you should wind the engine over, the sparking is just from the momentary poor connection. Are you sure your starter is good? Watch your headlight when you go to crank the engine, if it dims out to almost null I would start thinking about a starter. The fact you jumped power straight to it and it didn't roll is a red flag to me that your starter is on it's way out. The excessive voltage drop while cranking is also a tell tale sign of bad windings inside the starter.

You jumped the relay? Is that were the sparking was or was the sparking by the starter? If it was by the starter make sure that cable is tight on the stud, if it was by the relay it was probably just from you sliding the screwdriver or whatever you used on it.
Anyway, if you jump the two terminals on the solenoid/relay on the bike it would apply full voltage to the starter and yes it should spin it over, it won't start and stay running unless the key is in the on position while you're jumping it. (Had to do this on my Ranger on the -60 day here in Wisco, not fun). Take a good battery and ground it to the motor, then take a positive lead and jump it straight to the starter positive post. If the starter is good it will roll, it's the same way you bench test a starter without taking it out of the bike.
Now if the starter rolls the bike over start looking for a poor connection to either ground or positive. Most common thing is the main grounds getting corrosion under them, take it off at the frame and clean it up try starting. If it doesn't roll, your starter bought the farm.
