Mikuni Carb Choke Plunger Question...feeling retarded

On my RD350 and CB360, both have Mikuni VM28s.
Each has a choke lever on the left carb and nothing on the right carb, the only thing linking them together is the balance tube.

I was under the impression that you needed to choke both carbs, ideally, so I bought a choke plunger to try and install on one of the left ones, but I cannot get the metal covering off where the plunger typically goes. Is it removable?
Do these carbs only need a choke on just the left carb only?
Am I missing something here?
 
ALSO, on my rd350 I am getting a slight oil leak from the right crankcase, despite a new gasket and silicon sealant. Any suggestions?
 
on the other throw out the silicone
get some loctite 518 for any gasket repair/replacement or case sealing
