After fixing up a 73 cb350g, I thought it was time to move up to the big leagues and get a 750. Man, this is going to be intense. I pick this bike up from a friend this weekend, he had trouble with the idle and was sick of messing with it.

Here is the first issue I am dealing with:
the bike starts great but has a high idle, 3k-4k. One thing that I noticed is that the throttle is not closing all the way. I can use my hand to lower the idle but once I let go it pops right back up. It only has the pull cable but it looks and feels bad. I am already replacing that, but do I NEED the push cable? I have heard yes and no on this subject. Could this be part of my problem? What are the simplest things to check first? Like I said I am new to the 750 so these carbs are foreign to me. I have the Haynes guide but it seems to be no help. thanks.
 
Here is what I've noticed so far(keep in mind I've only spent a few minutes here and there with the bike). I have been messing with the old throttle cable to see what I can find. When placeing the cable back on the throttle opens up. This is a problem, right? Stupid question I know but I have learned the hard way not to assume anything. Once my new cables arrive I'll see if I'm still having issues and go from there
