New throttle cable trouble 81' CM400

I replaced my throttle cables because they were both old and had some cracking. Of course I still have to route the cables a goofy way because of the length but I am having some trouble with the throttle not snapping back. The old cables still worked, carbs move fine (still) but I am having no good return. First off any recommendations on routing them and also what else could cause this? New cables could be tight?

What kind of cables? I had this problem when I ordered some, the inner wire was too fat to move freely at even subtle angles
 
The push throttle cable was handed to me still sealed in the package from the P.O. The other was bought from a local shop. no brand name. OEM identical length and states that is is made to exceed the quality of the original cable. I initially installed just the pull cable because the throttle tube must have been changed and only had the pull eyelet. I mounted them on the bars without routing them I left it loose to see if taking the routing out of the equation would fix it and it didn't. Then I remembered the push cable was never put on so I bought the correct throttle tube. installed that cable ran it the way I would want it ( over the headlight) and still the same thing.
If I may add, the cables move smoothly when not installed and just sliding them in the sleeves.
 
Loosen both cables at the carbs and tighten the return cable first. Then tighten the pull cable. Then get your freeplay adjustment at the bars. It's not the cables nor the routing
 
I will check this tomorrow and get back with you ( bikes not in my garage). I'm almost positive that I just tightened the lock nuts with the cables mounted in the lowest position on the carbs to give me slack. I've been screwing with this for a few days.
 
Other than the free play adjuster at the handlebars, does the threaded cable mount have to be in all the way, halfway or just a bit in and kept tight by the lock nut?
 
The cables need to be wherever they need to be. Attach the return cable first then back off the adjuster(at the carbs) until there is no slack and lock the nuts. Attach the pull cable and do the same. Then adjust for deepest at the throttle. Make sure the throttle is in the "at rest " position when attaching the cables

Lastly, I can do this with the carbs on but do you recommend pulling them?
