RD350 doesn't like to pull much past 5-6K

A little history, just recently purchased a couple of weeks back, it has had the following done to it last week:

Compression is 140 in each cylinder. Timing and a general overall tune up done including oil pump adjustment, carb sync,
carb jets checked and cleaned (Mechanic said he thought the jets were set right for the pipes and K&Ns) he also said the crankcase seals appear to be fine, strong idle and no transmission oil being sucked in. He seems to know what he is doing older guy used to work on them in the day.

Stage 1 Expansion chambers, K&N pods, Wiseco forged one over pistons done 500 or so miles ago.

I am at a loss what else to look for. Bike runs great otherwise, starts on first or second kick cold and requires little choke if any after starting. Plug color looked good to me nice chocolate brown no fouling but this motor just doesn't like to rev.

Any help or suggestions from all of you are greatly appreciated. Sorry for the long post.

I think I am going to have to dive in a look since I really hope that's what it is. It feels like jetting to me but I haven't owned one since the late 70's.
 
I be had bad coil grounds cause the bike to fizz out when it hits the pipe, the added pressure kills the spark.
It usually feels or sounds like a rich condition.
Is it still rpm limited at both part a full throttle?
 
Ok big update here. Been riding it after having all the fluids changed, carb bowls put back on the right carbs (they were reversed and the choke was not working because of this) and an overall timing tune up new plugs etc. Since I have bought it I have put just 100 miles on it and today after taking it out for a little country road driving my riding buddy and I stopped at a local biker type bar.

Had a quick beer, talked for a few minutes and came back out to return home. Well to my surprise I could feel something way different as soon as I started to depart and low and behold it runs perfect now. I'm guessing there was a plugged jet that was missed even though my mechanic told me he cleaned them. So long story short I'm a happy camper for now.

Just hoping it wasn't a fluke but I rode it another 20 or so miles in the country and it's running like the RD I remember back in highschool.
