Steering Stem Bolt Strength?

Lost my bolts, item 9 in diagram, and need to replace them. CMSNL doest give the strength, just the dimensions. Is A2/A4 strong enough or do I need something higher strength like carbon steel? I'd love for them to be stainless but not at the risk of the front of my bike falling off.

Since no "9" in the diagram I'm guessing "19" yes? anyhooo... stainless would be fine and racers use Titanium and if you want stock I have them for the price of mail and they can be found on eBay as well

grade 5 bolts or stainless bolts from an industrial hardware store are fine the ones from home depot and sone from fastenall are not actually grade 5 because the are chinese crap bolts . .
