title for cb350

my buddy is wanting to put an old flat tracker on the street and needs a title so he can make the Numbers match and not go thru the hassel of a reconsted title. got any parts bikes with titles?

where are you located? I had to fake a bill of sale for my honda. I started to get a problem until i told em i was a "collector" and it was kinda ok. doubt that helps.
