What is this and how do I remove it?

Hello, long time listener, first time caller.
Short background: I've inherited 2.5 cb350's, and I've decided to turn one into a cafe.
I would like to remove the 'plug' from the bottom of my steering stem. I currently have the stem in a vice, but I can't make the 'thingy' at the bottom budge. I can't see any use for it either, it's not in the clymer parts break down.
Any idea's would be much appreciated.

That holds the steering lock, but it's missing it's guts. Might have to grind it off, dunno, never tried. Might consider keeping it though.
 
Actually I think he's referring to the slotted piece at the bottom of the stem itself. I think that's part of the friction-disc steering dampener that should be on there, but isn't.

Maybe?
 
Yeah, looks like you have a lower tree from an earlier 350 with the damper, see here for the fiche showing it.

The other two bikes don't have it, and as luck would have it, this is the stem that I've already installed the new bearings on.
The only reason I want to remove it is so I can use a front stand. It doesn't want to budge, I may end up drilling it out....
 
What it looks like is a brand new, NOS steering stem.

Sell that thing to some insane restorer and buy yourself another roached tree to use.

best idear yet :) but maybe he just pulled am image off the net
you kids these days should re-discover a hacksaw ;)
with a high quality starrett or other 'merican brand 12 or 14 tooth per inch blade that there dealy could be very cleany cut off and with minimal effort or post cut filing/grinding
a hacksaw properly used is a wonderfully handy tool much less messy than a grinder and it dont start fires neither

Yes I stole the image from the net. I do have spare frame with a stem on it, but I was hoping to avoid all that.
...maybe I'll re introduce myself to the hacksaw.

That's the expander plug holding the steerer tube in place. I posted pictures of it all disassembled couple of years ago.
Unless you weld the tube in there isn't anything to actually stop it moving in lower yoke (not sure that would work as the lower section is pretty thin compared to a stock welded one

cutting off the 2 protuding luigs aint gonna weakin it a single lil bit ::)
and it could be drilled out to a 5/8" thru hole widout doing any harm neither ;)

I don't see anyone else telling him how to do it though, still guessing trying to justify original bad advice.
Not only did I know exactly what is is, I have one here to measure (it's less than 1" dia at the 'small end of taper)
Needs to be removed before 'machining', there is already a half inch diameter hole in the small end, guessing Honda decided 5/8" would be too big and maybe wouldn't apply 'correct' pressure?
Use a draw bolt or press to re-fit, hammering it in could possibly move or distort/thin steerer tube
Maybe I worry too much, but, I've seen consequences of various lash up's over the years so do my best to give best advice to others
 
Personally I wouldn't cut off the lugs though, even though friction dampers are not as effective as hydraulic, they do look a lot cooler and more retro so finding the rest of the parts to make it work would be my plan
