Sandblasting may be a bit rough no? When I polished up my stuff I discovered Greaseless compounds. The 320 I used leaves a nice dull gun metal like finish that looks like it would take well to P/C or paint. For $15 it won't brake the bank and you can still blast if you don't like it.

How solid is the tank? If you knock around the tank do you get a thump in the rust spot? If it is coming from inside of the tank you might have more serious issues.

I had a local guy blast my entire bike for $100. best money spent! 30 years or dirt grease and grime don't come out easy and nothing puts a smile on your face as a basket full of clean parts. The blasters you see see advertised as "countertop"are garbage. You'll get one or two uses out of it...
