Looks like you swapped to LED, if so you need to have a new relay for LED bulbs, the oem won't work. Also it is polarity sensitive if you have a new one and hook it up backwards +/- wise it won't work and sometimes will fry. Sonrier sells them @ sparkmoto.

Keep in mind I was the first one to call you on some of your mistakes, because okie-dokers dont have the sack to hurt peoples feelings. The turns are not LED. Is there a different blinker relay for the front and back?

Nope, one does both and if not LED then the oem relay should work fine. What exactly is happening? Lighting solid when you flick the switch? Some of my old Honda's would not blink if the bike wasn't running, they would just light solid, then if I fired the bike up, they would start blinking. The relays need enough load to warm up and start to work. A new digital relay will fix that and they are pretty cheap. Also you need to make sure you didn't splice into the running light wires by mistake, just one of those will cause your signals not to flash as well.

I haven't spliced into any wires anywhere. When I was tearing it apart, I labeled everything and everything went back to its proper place. When I turn the signal on, the rear lights up solid and the front goes out. Both sides. I looked up the wiring diagram and saw that there should be a solid green and a green with white strip wire going to it. Instead, mine had the green with white going to it and a brown one with the solid green hanging off to the side. I swapped the solid green and brown out and nothing. Then swapped them around and I got a static noise so I shut it off right away.
 
Hmmm, pretty sure solid brown is tail light, I will check the diagram but your signals should be orange and blue or orange with white and blue with white and the green is ground. So there should be a green and blue on one side and orange and green on the other front and back. You can double check at the control plug what colours are coming out of it.

Yes the fronts are those colors. I was referring to the cylindrical turn signal switch in the middle of the bike. There are two prongs and three wires. One solid brown, one solid green and one green and white wire.

 
Well I still haven't figured out the turn signal issue. But everything else is good to go. I'm flying down to Georgia tomorrow until Sunday, but the cables and last bits I need to ride will be here waiting for me to get back. Then shit gets real.

 
I checked the grounds, even took some fine sandpaper to them. Meanwhile I'm sitting in Philly airport I bought a DID front wire wheel with excellent condition Dunlop on it off a CB750. I should have everything now. I'm stoked.
 
Ah gotcha. Ok so brown is power, green white should be the out wire and green ground and my guess is new relay needed for 9.99 just try it. Other would be possible short with all that tape etc.
 
if signals are LED you just need an electronic flasher rather than a thermal one. you might also need to add resistors in line, which I've had to do with LED signals on an '81 cb750 before.

That tape is just the wiring harness wrap material. I'll order on while I'm away so hopefully it will be there when I get back.

Turn signals are not LED. However, my rear brake light is the LED strip with integrated turns.

My rear brake and taillight is one of those flexible LED strips with the integrated turn signals on either side. Like the one on DCC. I am still running four individual turn signals. FL,FR, RL,RR. They are not LED.
