CB200 petcock question (fuel valve gasket?)

Ok so I had the bike in the shed for a few weeks, wasnt getting any gas to the two carbs. (This bike has had tank sealant added to it by the previous owner.)

I pulled the bowls, dry. I pulled the fuel hoses on the petcock side, nothing coming through. I removed the fuel lever from the petcock and noticed the rubber coat button looking thing (fuel valve gasket?) behind it. The two holes on the left were partially clogged and I managed to clean them enough for the gas to start pissing out. The two on the right, however, looked to be blocked. Maybe even not blocked, not drilled out from the factory. Should all four of the button holes be clear?
 
IIRC, one is feed (outlet) one is from the reserve side (the taller tube), one is the ON side and the 4th one is a locating peg. That one should be solid. If that petcock has no RESERVE position, that might explain the other hole being blocked.
 
Hmmm... I've got a reserve. I may need to pop that thing out and take a looksie. (i foresee myself breaking something)
