You have it backwards - 110 and 120 are the widths. The next number is the ratio of the width. So a 100/90-18 tire is about 4 inches wide and 90 percent of that is 3.6 inches tall (low profile tire). The last # is the rim diameter
And yes, you can run two front tires, just check for directional arrows
I was told not to run a front tire on the rear due to different construction. Rear tires are designed for applied torque so they resist those forces while fronts just roll. But it is okay to run a rear on the front. Some tires like the Avon Roadriders are designed for either front or rear but have directional arrows. Any traditional spoked wheel uses an inner tube. You can use a tube inside a tire designed for tubeless wheels.
Avon fronts(race compound) stick like glue on the rear,,,and then all these small cracks develope in the grooves : but I'm still using it(darwin award nominee),,twins can use 90\90fr 100\80 rear..if you can find them...350f-cb 400f should use a slightly larger tyre as the weigh more.

you just run it with arrow pointing 'wrong' direction, brake torque is about same as driving torque (you can only put so much power down before wheelspin/wheelie)
Avon have done it for years with Roadrunner tyres, one arrow for rear fitment and another for front
