If this is the thread to ax for things, I need a Carrillo conrod, 71mm piston, and a Megacycle cam for my B25 engine build. I need a bunch of other crap too, but those are a good start. :)
I built a cooler radio for floating a couple summers ago. It was super easy and there are bunch of how-to sites out there. Your plan would be easier since you don't need to include the battery.
What metal? I cut aluminum in my garage using a jigsaw without problem. For steel I used the bandsaw at work.
I'm not sure you'll be able to get a good metal cutting bandsaw for $150. I don't want to say it can't be done, but where I'm at they go for at least $500, used.
I don't what to say about mine besides it started out ugly, I replaced a ton of parts, and I think it turned out nice. All the work was done inside my garage including the handmade tail section, hand built exhaust, top end rebuild, and all paint/body work.

Or you could "build" a bike with a tank that looks like the robots head and paint it the same as the robot and have orange plug wires that light up and be on Discovery Channel and people would call you a cake decorator.

The natural patina on that bike is great. I'd say get it running and don't change much. If you were able to get the gas tank cleaned and coated it would be great as in, imo.
