79 CM400T Running rich, no power past 1/4 throttle

Hey guys!

Trying to help my buddy get his bike running so I have someone to ride with.

Basically whats happening is the bike wont get over 50km/h (Canada eh?) after about 1/4 throttle its got no more power. Its running very rich, plugs black and a lot of smoke out the exhaust.

I have the carb appart and everything looks like its in working order. I however know someone had taken his carb apart previously and lost two black plugs that go in the fuel bowls. I did some reading and found out they're called "slow jet plugs." Im havnt a hard time finding information on what they are and what they do exactly.

My question is, what do they do and would their absence be causing my running issues?
 
Those plugs keep the bike from doing exactly what it is doing. At more then 1/4 when the main jet starts to kick in the slow jets that at not plugged also dump a bunch of fuel. Being in Canada, as long as the bike was sold here, there is a difference in the carbs. Our CM carbs don;t have some of the emmisions crap the US carbs did and they are easier to tune for PODS and open exhaust. Post up a pic and check out the CM pod thread as there is discussion about the different model CV carbs that came on the CM in different markets. Replacing the plugs is a good start.
