I stumbled on another potential project bike or parts bike, either way I wanted some opinions.

Its a 74 CL450 with 15,000 miles on it. Tank is nearly flawless a tiny tiny hail like dent thats barely noticable. It turns over and has good compression the oil in it was a golden clear color. bridge-stones on the wheels still with the new tire wear nipples visable. Drums front and back. But everything is there... I can get it for under 500 is it worth at least buying to part out. (Oh and he doesn't have a title. He bought it from the junkyard I go to years ago with license plate and 1984 tabs) These things seem pretty rare, at least I've never seen a CL450. Let me know!

Under 500 is a pretty good deal. Search the Vin with your DMV and see if anything comes back... that will let you know if it will be a project or parts. Hell even if the title is sketchy, you could build one hell of a track day bike. I always use the rule of thumb with bikes like these, if it is complete and halfway decent pay up to $1 per cc. I would offer 400 and see what happens.
 
He's askin' 425. What I'm trying to do for the summer is buy something I can fix up for cheap and sell in good working order for some profit...I'm not sure I'll be able to do that with this. Not enough anyway to make what profit I'd get worth my while.

I was thinking about parting it out to, but. I have been thinking about it and thinking I'll have a hard time parting out a complete and potentially well working bike just cuz it doesn't have a title.

If you have the spare money, it's a good snag. You never know what the future holds.....

Agreed, try and get the vin and look at the dmv records if nothing pops up, call your local highway patrol, or state trooper's office and see if it is stolen. If not, getting a title shouldn't be to hard. I forget which state you are from, but I believe that in most states if it is clean and out of the system you can lien sale it to yourself and get a brand spankin new title.
 
I personally will not buy a vehicle with a problem title or no title unless I know its for parts 100% and dont have any hopes of ever titling it myself.

Same. Unless you live in one of those states where you dont need a title for vehicles older than XX years, id buy it as a parts bike and then if i can get a title with no hassle, go for it. Otherwise, be happy with the parts.

Also if that was in my neighborhood, id buy it in a minute. Thats pretty cheap. Like you said, you can part it out for more than 425. So offer like 350 and go with it.
