75' CB360 front disc issue, seized after lever on master is pulled

When i picked up my bike it had a siezed front caliper which I assumed to be the caliper piston being siezed up, however I took it apart last night and it is in great shape and moves freely, including the caliper mount/slider. I read a couple threads I found by searching the forum in regards to brake drag and someone suggested to clean the small hole in the master cylinder with a needle. The master cylinder functions as it should producing pressure but it seems the pressure doesnt return well and keeps the front wheel locked up.

Is it safe to assume that i should just rebuild the master completely? I plan on installing stainless lines as well for safety.

Replace the rubber line. It has collapsed internally. Get a steel braided line and you will have better brake response as well
 
1. Rebuild the master cylinder. the internals are stuck.
2. Slingshot cycles has perfect replacements for our bikes. Color choice too. slingshotcycles.com
3. I bet your steel line into the Caliper is munged up too. They are available from Honda brand new.
