Broken tank bolt

So the other day I tried taking my tank bolt off and it just spun freely without actually coming out. Upon further inspection, it appears there's a nut of some kind that rests inside the frame of the bike. It doesn't appear that it was ever welded in place. If you ask me, it looks like a horrible design flaw, not sure why someone wouldn't just make the thread nut like they do for the seats.

I tried using JB Cold Weld, the strongest stuff, and it just ripped apart like shitty putty, even though it's supposed to withstand up to 4000psi. Lies. Anybody have any suggestions other than straight welding it? If not, does anybody around here weld? By here I mean Hartford County CT.

Also, my bike is a 1980 CB650C.
