cafe bike title conundrum

I had a similar situation with the cb450 I'm riding now. The person I bought the bike from had signed the title when he bought it but had no interest in titling it in his name (paying taxes). All he would offer was a bill of sale. I contacted the person still listed on the title as the owner and after an introductory conversation asked him to apply for a lost title. I offered to pay the title fee and faxed him a photocopy of the ruined title and the bill of sale as proof of my purchase and received a good title a few days later.

Pretty sure you just need an out of state inspection form. What part of Ohio are you in? I know someone in Cleveland that does this.
