Carburetor overflowing/not flowing (Honda CB750 K2)

Trying to clean out & refurbish this old carburetor. I'd adjust the floats accordingly to specs but one of either 4 carbs would either not fill, overflow. I can't seem to get the floats at the right height. Would there be another thing causing this occurrence? I was also told by the previous owner that the needle needs to be replaced.

A bad float needle and needle seat can also cause overflow and no flow problems.
