cb360 clutch adjustment issues

So my clutch cable was so sticky that when I let go of the clutch lever it would take 5 seconds to return to normal. Most the time I had to push it back to disengage. I got a new cable and installed it...that case was dirtier that anything I've seen on this bike, some nasty crap was built up in there. Anyway, I cleaned all of that out and replaced the old worn cable. Hooked everything back up and followed the manual for clutch adjustment. The bike is fine when I start it in neutral but when I pull in the lever and put it into first the wheel starts moving. I've tried re-adjusting every which way I can think but I can't get it right. Help!
 
I can tell it's not sticking anymore, I think it's just not pushing the push rod in enough to engage the clutch. I've checked and double checked the order of the parts. How much is the mechanism supposed to move when you squeeze the handlebar lever?
 
Enough to keep the wheel from moving when the clutch lever is pulled.

1.) Loosen everything back up (both ends of the clutch cable and the actuator bolt).
2.) Turn the actuator bolt counter clockwise until you feel it contact the actuator and then tighten the lock nut.
3.) Unscrew the bolt located at the top of the sprocket cover until the free play measured at the end of the clutch lever is between 10mm and 20mm then tighten the lock nut.
4.) Fine tune the adjustments by using the nut and bolt located at the cable end right next to the clutch lever.
 
Be sure that the little ball bearing is in the actuator. Goes between the actuator and the push rod. It HAS to be there to adjust.

The ball has been in it's place this entire time. Any (more detailed/complicated) suggestions? When I have the cover off and watch the actuator movement when pulling the lever how much should it move (as in a length of measurement, not "enough to make the push rod move"). What I mean to say is, how much does the push rod need to move in order to keep the back tire from moving?

Anyway...

When you say the "wheel moves", do you mean it just slowly turns a bit. So lightly that you can stop it with your hand?
 
Good point, my bad. Just frustrated with the bike, not trying to take it out on anyone. I appreciate all the help.
