CB400 Engine Seized? Should this rotate?

A while back I was riding and started to hear a clicking sound and lost power immediately. Managed to get the bike to the side of the road and knew something big was wrong. The bike wouldn't move in gear with the clutch depressed, and when I tried to start it I heard bad sounds. Pulled the dipstick and was very low on oil so I'm thinking a seizure.

Today I pulled off the cylinder head, removed the rocker arms and cylinder bolts and now I am trying to remove the cam shaft and the cam gear. I took out the top bolt that holds the gear to the cam shaft, but I cannot rotate the cam to get to the bottom bolt. I am assuming that the gear should turn freely so that the bottom bolt can be accessed?

I'm fairly sure that there's either a seized cylinder or a spun bearing somewhere in the transmission, but I'd like to figure out which one. Unfortunately, without being able to remove the chain I don't know how I can get any farther down into the engine.
 
Sounds like a complete teardown is in order, so just cut the cam-chain off. You should replace it anyway if youre rebuilding.
 
Thanks, Von. That was my next thought - I think I will try that and keep disassembling, while also searching CL for a new engine.
