cb400t/cm400 timing chain installation

Got a small problem putting the timing chain onto the cam sprocket. The service manual says to just simply put it on there, but it seems like I don't have enough slack on the chain. Is there a certain way to go about this, or am I going to just have to split the chain?

You did back the tensioner all the way off?

Alright, so I managed to get the chain on. Turned out I didn't have the cam chain tensioner lock nut (not the tensioner bolt) on tight enough. The timing marks are in position and everything, but there's one snag. I can't get the sprocket onto the camshaft. The tensioner bolt is backed all the way out too.
