CL450 clutch not fully engaging

I have adjusted these clutches plenty and feel like I understand that process properly. Double checked myself by following the manual step by step. The ball is in and the mechanism is working correctly.
I can't get the clutch to engage fully. I took off the sidecovers to check what is going on and sure enough the plates are separating but evidently not enough to free the wheel. I have tried this at all different settings from pretty slack on the clutch to very tight.
The wheel will turn a little with a decent amount of pressure, but thats it.
I should mention that the clutch was working before a full tear down; I did rebuild the transmission, but I didn't replace the clutch plates, just put em' back in. I have a faint memory of being only 95% sure I orientated the plates the way they came out..I'm unsure if thats a factor or not
 
How does it work when the bike is running? They use some of the oil pressure to help push open the plates and lube them as they spin. Could be that the plates are a bit sticky from sitting too.
 
You know, I haven't really run the bike for any length of time yet, just a few minutes at a standstill. That was something I considered though. I'm not sure if I wanna take her around the block without knowing if I have a clutch or not.
 
When the bike is running Pull the clutch AND the front brake and try to put it in gear, if it doesn't move its disengaged. Then let it out and see if the bike drops rpms and/or stalls. GOOD if it does. Then take it around the block gently and see how it goes. I know for fact my 360 will refuse to release completely while it is off, its much harder to pull too.
