Cleaning hubs?

Been Around the Block
I searched but didn't see anything...has anyone figured out a good way to clean/prep for paint the outer edge of the hubs between the spokes?
 
clean it any way you want but to prep Al for paint you can use alumaprep (wash primer) or some type of self etching primer
 
I mean how do you get in there to really give it a good scrubbing? Its pretty tight.
