compression testing _z200_fouling spark plugs

I finally went and bought a compression gauge and tested my brothers kawasaki z200. It has been fouling spark plugs continually since he bought it, and i had assumed it was the jetting but was told it could be low compression.
I had disconnected the starter motor a month ago, so just used the kick starter. It would get up to a max of 80psi. I put two teaspoons of oil in the cylinder and kicked it over several times again, and got it to 180psi. manual says 195psi is normal.

Based on what i know, that means that it needs to be re-ringed, and possibly rebored as well.
-how does that sound to all of you guys?
-would a simple hone and rering suffice
-and is there anyone with some 'z200 specific' tips on how to get a little more power out of it?
