You can try and be 100% legal, this doesn't stop a mobile tax collector issuing you with a defect, they only have to suspect the bike is illegal.
Sure, you can really push the boundaries with modifications but you can still push without making it really obvious that the mods may not be 100% legal. At the end of the day if a cop wants to ping you, they will even if your bike appears to be 100% legal. Remember, cops don't need to know it's illegal, they just need to suspect it is and it's up to you to prove otherwise.
Earlier this year I was pulled over and the mobile tax collector who suspected my 1098 to be too loud according to EPA regulations, so a noise test notice was issued in the mail. After several nights of research and trying to get the bike tested, I found that there are no current applicable laws in Victoria for bikes built after 2008 that are modified.
