Have you cut your frame yet? If so, I would measure the wall thickness and diameter of the existing frame and then buy tubing that is very similar. I would also by some tubing whose OD matches your frames ID and you can use it as a sleeve to weld the hoop to.
Yup. Just match the orig measurements. If its not loadbearing, any mild steel in the proper thickness will work. Like mothgills said, you will want to "slug" the joints.
