I use a tank bag for toting my stuff back and forth to work. I'm not a big fan of racks and bags hanging off a bike so it's either the tank bag or a backpack.
Buy a roll of leather (or imitation vinyl) from a saddlery or apholstery. Get a hole punch (may have one on a pocket knife) and some leather string or brown shoelaces. Also buy a large watchband or cheap belt to match colour of leather/vinyl.
Stitch one layer of leather over the other using patterns that will create holders for what you want to store - tools and essentials would be my choice. You can also double-stitch the edge to give it a more professional look. Same treatment for the belt attachment for the buckle - punch holes and thread with the leather/bootlaces.
