Importing Sportster engine from NY to ON

So Im looking at a 77 ironhead motor in Rochester NY. Just a motor. I wanna have a buddy go and pick it up then bring it next time he visits. Plan is to put it in a aftermarket frame. Tittle follows the frame post 1970 in NY, dont know about Ontario.

So, If I get this engine across the border, drop it into a paughco frame can I register it?
What will I need to get it across the border?
Why do Canadians always ask stupid money for Harley stuff and Americans don't?
Am I looking at one giant headache?
I know my buddy nearly had his bike seized in NY cus his bike was registered to his 72 engine numbers and he was using an aftermarket frame. He went and got a 64 and life was just peachy after that.
 
I brought a car engine across the border once. It was a non US spec engine. Guy looked at it and asked what it was worth, told him $100 and he waved me though.

When dealing with "parts" they don't really care that much. Worst case they will make you agree on a price and collect the sales tax on it.

For the registering it will not matter as its all about the frame you are using and those numbers, not the engine
