in need of yamaha suspension help

Been Around the Block
I have a 81 xs400h that i got a few months ago. After i got rid of the old tires and put some IRC tires on it was handling great i could lean so far into a turn i skimmed my toes once. Then after a month or so things started to go downhill and i checked the swingarm and it was wiggling a good amount so i got some bronze swingarm bushings. They helped alot but now a few weeks later the handling has gone downhill again and it fells like it did before the swingarm bushings when i'm going around turns the back end feels like its swerving all over the place and if i go over bumps and cracks in the road the back end feels all over the place. I pulled the back wheel off today and the shocks and the swingarm feels fine the only thing i noticed was its updown movement was stiff. if i pushed it up and let go it wouldnt drop so i loosened it up a hair and its free moving and no side to side wiggle. i'm new to motorcycles anyone have any ideas on what this could be my only other thought is its just the tires sidewalls giving in but the pressure seems fine and they only have 1000 miles at most on them. Chances are better than not that you've forks need rebuild adn the shocks replaced. 27 year old boingers are never a good thing.....
 
Thanks for the help shocks were my final conclusion and forks has been on my list sadly i've lost my haynes manual so that should make the forks fun so they might have to wait for me to get a new one. Thanks again.
