So I iust had these carbs cleaned and rebuilt at a Honda dealer. Strap them on the bike and the thing won't start. If I spray some carb cleaner in the carb it'll crank and die. I don't think spark is the problem. Removed one of the carbs and the floatbowl was bone dry. So it doesn't seem to be sucking has. Has anyone seen this problem? I also managed tiger the idle air set screw stuck. Won't tighten or loosen. I about ready to junk the whole project because I can't get it to start.
 
Sounds like the float/valve is sticking. A couple of light taps w/a rubber mallet should do the trick. Are all 4 dry?
 
Pull the fuel lines off the carb and check for flow - could be obstruction in the petcock. If that doesn't work follow Corsair's advice and check the float valve (#4 in diagram below) and make sure the little spring loaded tip is still functioning and not stuck. It shouldn't be the float itself unless the float is stuck in the raised position. Probably best to clean everything yourself again while its apart. Also, depending on the condition of your tank, you may want to install in-line fuel filters on the lines to both carbs to stop any rust or other particles from clogging them in the future.

Your dealer probably screwed up the job, but if you have confirmed that the float level is correct and the float/needle are working properly and can't find any reason for the float bowl not filling, try feeding the carburetor from a separate source or pressurizing the fuel tank..VERY SLIGHTLY!!! I have had these things air lock, but once fuel flow was established the problem disappears.
