Loctite and torque specs

This is a question that I have been given many different opinions on over the years. Does Loctite effect torque specs and if so by how much? Let me know what you guys think...

It shouldnt.

Not sure about the loctite, but as I found out tightening my lower triple yesterday, the age of the bolt does! (correct torque settings=SNAP)
