lowering a bike

I have a CX500 that I will have to lower if I keep it. IIRC it has 12.5" shocks now. I'd go with 10" or 11" shocks and lower the fork accordingly. If it turns out that I don't have enough clearance for the rear tire, can I change to a smaller rim/tire combo. I figure going down 1" in wheel diameter and a tire accordingly. It's a shaft drive and drum brake so is that going to limit what wheel I can use?
