From it's position under the intake body it looks like a vacuum port. The fuel line should go between the carbs or to the rear of them (closer to the float bowls).
Check to see if the carb without the barb actually has a hole there. If not, then it's a vacuum port and just needs to be plugged up.
Was able to pick up some brass tubing to fit in place for now. One of the big problems i saw when I first got this bike was not being able to kick start it unless I go really slow with the kick lever and then it sometimes grabs and allows me to kick the engine over. I checked the kick lever and made sure it was good as I had a spare off my other bike and it did the same. Could it be something in the gears in the engine? It just keeps slipping now and really tough to get it to kick. Anyone have an idea what it might be?
When you rebuild your brake this OEM Honda piston works as a replacement as well and is lighter and slipperier. Dirt cheap at about $25 from your local honda shop.
I am not sure what this problem could be other than it might be the actual gears inside that are stripped. Check out this video of mine showing the problem. Basically when I turn the kick start shaft quickly it just slips but when I go slow it works.

Do I have to split the case in order to fix this problem? I have never done it before so worried its going to be a nightmare.
So finally got the bike running and shifts through all gears great!. Compression is really poor on the bike so will be going through the top end. Started taking it apart and thinking about what type of build I want to produce. Here is some mockups of what I am think. The first shot is the bike currently, second is a brat style and third is something between that and a Flat Track bike.
