Need advice on screw removal (with photo)

Nothing more irritating than a simple little screw that wont back out. Messes up the whole day... good luck!

Is the EZ out broken off in the screw in the oil filter? If it is, then like I said before, you will not be able to drill it out. The only way to remove the filter is to cut it off.............On a side note, the hole in the oil filter that the bolt is in is the hole for removing the cap for the oil filter. You or the PO should have used a long bolt to insert in the hole in order to push out the oil filter cap. There is not supposed to be a short bolt in there.
