New engine rebuild CL350 not starting.

I recently rebuilt a CB350 engine for the first time (with help), and everything seemed to go together fairly easily. Getting the 'L' on the cam level at TDC was more than a headache however. Being a newly rebuilt top end, I thought I would replace the points at the same time. I am at the point now where I am ready to start it up, and I am stuck on setting the timing correctly. My bikes previously had electronic ignitions, so I am completely new to points. I am trying to make this work without a timing light, as the only one I can find so far is over $60 at the local Canadian Tire. I should at least be able to get it to turn over and run rough.

Details I have noticed so far that might be related - the neutral light no longer lights, and neither do my turn signals. I pulled the headlight intending to change it over to H4 but decided against it till it was running. It is back in and those lights no longer turn on. The electric starter works flawlessly, and I have been using this to turn it over after using the kick start to get oil to the cylinders. I have spark on both plugs, and I had replaced the original coils with some new ones last year with no issues. I am leaning towards having the timing out 180 degrees or the timing sooo far of fit will not even catch. Other potential sources I am guessing could be fuel related, but as it does not start with starter fluid, I don't think this could be it. The final potential issue could be the kill switch or related wiring being accidentally unplugged.

Anything else I could be missing, and is there a place that you can borrow a timing light or buy one for really cheap in the Hamilton, Ont. area? I plan on going through these thoughts to prove them out or eliminate them one by one, but if any cannot be the cause I would like to avoid wasting my time.

I just use a continuity light to adjust my timing I think it was about 15 bucks at napa but I've found them cheaper
 
That is the only way to do it is to stactic time it with a light and get the timing close. You can't use a timing light untill you actually get it running, correct?
 
Well finally had time to look into the motor and found no compression on one cylinder and just over sixty on the other.
I had figured I really messed up the rebuild.

A little bit of help from a local friend, thanks Cookie! and we discovered I can rebuild a motor, but I am clueless when it comes to adjusting the valves. Some Minor adjustments and I now have over 120 on a cold engine!

Can't wait to see it run, since it has been over a year since she has been out. Hopefully Wednesday we will see if she runs!
