He has hacked off the back end of the frame and taken off the side panels and air filters and made a bit of a mess of it. What he thinks it owes him is his issue to deal with. The only issue for you is what can you do with the mess he has there and what registration will cost.
KZ650 is a much better bike than most from that era, but that one is not the best example of the breed. If the rego is less than 100 bucks then I'd offer him 500 in cash and don't take any more with you. Just 5 $100 dollar bills or better yet, 25 twenties or 50 tens so that it feels like more. It's psychological. a fatter envelope just feels like more than a thin one even though you know it's the same amount.
If he won't take that, just walk away. Not all deals are meant to be done. Sometimes it's the wrong deal at the wrong time or the right deal for someone else.
If you want a bike to ride soon then it's the wrong bike for you. It doesn't run and will need additional investment in seat, lights DYNA ignition, coils perhaps and then it will probably need a set of brakes and tires if they are more than a couple of years old and that's just to get it so you can run it.
