Only starts when one sparkplug is removed?

Helping a far-away friend diagnose a strange condition on 1983 Honda cb650SC Nighthawk with only 2700 miles. Bike was running fine for quite some time. Carbs drained and bike stored for about 3 months. New battery installed, fresh fuel added. Starter and engine spinning but will not turn over.

Pulled a plug to check spark....and the bike starts with the plug removed. Runs badly on 3 cylinders, obviously....but starts. Doesn't matter which plug is pulled. Same result.

I am thinking that the elements needed to start are not strong enough to overcome initial cylinder compression:

1) Coils on their way out? Strange that both would be, but not impossible. All electrical connections for coils have been verified.
2) Starter is weak for some reason? Could be electric/mechanical issue within the starter, or bad electrical connection anywhere along the starter circuit.

Anyone have any other thoughts? Google search hasn't yielded much info. This is a strange one.
