Looks like custom fabrication to me. Can't be that difficult. It's just a flat plate of either aluminum or stainless steel, cut/bent to fit between the fork tubes. Then you decide on which universal light pods to use and drill some holes.
The ones you have posted above look suspiciously like those cheapo PIAA "driving lights" that you might find in the lighting section at any PepBoys, Advance Autoparts, or AutoZone...
